Venting is required through a outside wall. Both exhaust and intake vent through the same hole with two separate steel vent tubes one inside the other.

No, it means the combustion gasses vent directly outside.

Direct vent means the heater does require a vent to the outside. It is designed to mount on an exterior wall and vent through the wall. The vent kit comes with the heater. You will have to cut a hole through the wall.

Is this heater operational during a power outage?
It's description says. "No electricity required". Then it says
that it has a 115V blower. Will heater operate without the
blower, during a power outage. I also would presume
that no electricity is required for ignition. Is that correct?-
The heater will operate without the blower. And for those energy conscious folks the blower uses 40 watts and cycles on and off with the heater.

It uses a pilot light just the same as a gas water heater. The unit will continue to run if power goes out. It gets a bit hotter without the cooling, and will smell a bit as the paint cures (more), but yes, this is one of the good points of the these units: they will run when the power goes out.

can the offered thermostat be changed for one with a lower temp setting?

The thermostat (50-90 degree range) listed in the accessory section is the only one Northern Tool carries for use with this heater. A millivolt thermostat with a lower temperature range will be compatible with this heater.

Will this product work above 7000 ft and if so what rated output will it put out. Also what is the decible rating on the blower output.

Above 7000' ? Yes, but the air-blender vane may/will need adjusting, preferably by a professional.
The decibel rating of the blower motor, in use, is equal to or less than 2.142 times the volume of exhaled breath, while sleeping. YMMVHelpful?

The heater would work in a 7000 foot altitude. It would be about 70% efficient. You would need to derate it for the higher altitude as listed in the manual.
For elevations above 2,000 ft (609.6m), input ratings should be reduced at the rate of 4% for each 1,000 ft (304.8m) above sea level.
The blower is rated at 30 decibels.

what are the outside dimensions of this heater including depth? what are the dimensions of the outside vent?

The dimensions on the heater are 22 5/16" W x 25 5/16" H x 9 1/2" D. You will need to attach a 5 inch diameter air inlet tube and a 3 inch diameter outlet tube.

Does it have self lightning pilot? Why nothing is mentioned in feature about pilot?

The heater does have a pilot that must be lit by hand. The pilot will stay lit until the heater is shut down. Lighting instructions are included in the manual.

How far off the floor & side wall does this need to be installed? And can a electrical breaker box be on same wall above it?

The heater needs a minimum clearance of 4" from the floor and a minimum clearance of 6" on each side to the side wall. The manufacturer does not recommend mounting the heater below an electrical panel breaker box.
