I recently purchased a Big Buddy Mr. Heater; along with a 12 foot hose and filter listed for this heater. I believe I read somewhere that this heater has a built-in regulator. Should I buy a regulator (F273863) too, or is it okay without? Thanks.

does this hose fit one of the fittings for the small disposable tanks on the big buddy indoor outdoor heater and if so, can you use either side, and does it actually need the filter?

The hose will attach to either regulator ports for the Big Buddy heaters. The fitting on the hose is the same fitting found on 1 pound propane canisters.

does this have the excess flow safety device ?
reading a lot of bad reviews on poor flow due to the excess flow safety device...does this hose have the same device and same issues ?

This hose connection has the excess flow safety device. Most issues with poor flow are attributed to opening the valve on the propane tank/cylinder too fast. After the hose has been connected to your buddy heater and propane tank/cylinder, open the valve on your tank a 1/4 turn then wait 5 seconds before opening it further. The 1/4 turn and 5 second wait time allows the pressure in the hose to match the tank's and then you shouldn't have any issues with poor flow.
