    1. Honda does recommend soaking the foam filter in oil.

    2. Yes, the outer, foam element should be kept clean and oiled. Brush off any debris, dirt, etc. from the foam element, and clean it in a nonflammable solvent. Dip the element in some clean SAE 10W-30 oil or us some of Honda's special air cleaner oil (Part Number 08207-MTL-100) then squeeze out any excess before placing it over the inner paper element. The oil in the foam helps the filter retain foreign material and particles and prevent them from being drawn into the engine. -Robert@Honda
