Apparently not. The owner's manual states that this panel serves as a trickle charger, and 2.0W or 133ma is relatively low wattage/current. Now if you were using say a 100W panel, yes, you would definitely need a solar charge controller.

This panel has a weather-resistant aluminum housing/frame. I set it on the dash of our '98 Ford F-150 inside the cab. The owner's manual says it can be used for RVs and boats, so I imagine it can be exposed to the weather. However, you don't want moisture to corrode any of the components where metal is exposed to the elements.

It has been in continuous use on top of an RV for most of the past 7 months with no evidence of damage from the elements. North Texas, so no snow accumulation but lots of sun and rain.

Does the battery need to be fully charged before connecting or will it charge the battery over time ?

This maintainer kit is designed to be a trickle charger. The battery does not need to be fully charged.

It does not need to be fully charged as it will slowly top off the battery. I do not believe it would produce enough to charge a completely dead battery.

This will work if the batteries are connected in parallel to form a 12V battery bank. The proper way is to connect to the negative terminal on battery number 1 and connect to the positive terminal on the other.

I had a similar one from another store. It had a tiny blue light that would let you know it was working. This one doesn't have any indicator. How do I know it's working?

You would need to put a volt meter on it to check the voltage of the panel. It should be putting out 18-22 volts, if working.
