Can this heater be mounted on against a wall and does it have a bracket to mount against the wall?

The heater could not be mounted against the wall. It requires a clearance from the back and sides of the heater of 30", clearance above the heater would be 40" and below 84".

Is anything else needed to install the heater to a propane line? Does it come included with thermostat and all parts needed to install and run?

Installation of this heater must comply with all local codes and regulations. We recommend installation be done by a qualified installer, service agency or gas supplier. If the main gas line pressure exceeds the maximum recommended gas pressure (1/2 PSI), a separate regulator must be installed ahead of the heater. This would be available through the gas supplier. This heater does not include a thermostat. Item 16342 is the thermostat we recommend.

I see this heater has “on demand” spark igniter… does this mean there is no pilot light that has to stay lit and burn fuel all the time?

This heater does have a pilot. The automatic spark ignition lights the pilot so the user does not have to ignite the pilot by hand.

This can be used a in a protected, covered outdoor dining area as long as safe clearance requirements are met. The clearance above the heater is 40", to the sides and back of the heater is 30" and below the heater is 84".
