Is this unit mounted in ceiling or wall and do the shutters face out or inside?

The fan should be located in the side or end of the building walls away from prevailing winds. The shutters should be facing the outside. If more than one fan is to be installed, the fans should be placed evenly throughout the building so that a balanced of air is established.

If you were to wire an on/off switch with variable speed controls to this exhaust fan, it could severely damage the exhaust fan and void the warranty.

What is the thickness of the flange area? I would be attaching it to a metal siding that has ridges and want to make sure the frame would cover them

Is 35x35 the rough opening, not including the flange? Also does air from the fan open the shutters? So it couldnt be wired as a puller fan?

Yes, the 35 x 35 measurement is the rough opening, not including flange. The shutters open and close automatically, but this fan cannot be wired as a puller fan.
