Yes, you do get the stand! You do get the drilling head, with motor. You do get the long tubular vertical shaft and movable work surface. You do get the heavy metal "foot" that holds up the vertical shaft, drilling head and motor. The foot and shaft comprise what you call the stand. The entire assembly does rest on the floor, and probably should be bolted to the floor for safety.

This drill press has a maximum drilling capacity of 1". It can handle a 1" diameter drill bit as long as the bit's shank is 5/8" diameter or less.

I just bought a Klutch 17" drill press and it comes with a "wedge". Can you tell me what the wedge is used for?

The wedge is called a Drift Key there are 4 common size of Drift keys not all drill presses use them, they are also used on Lathes and some older mills it depends on the type of tool or Morse taper chucks, the Chuck this comes with will hold a 1/16" bit you can change the chuck to hold a micro drill bit by buying a smaller chuck knowing the Mores tapper on that chuck or adding a small taper adaptor. So technically you could drill with a 1/64" drill bit or even smaller. But you have to buy other parts that are aftermarket to do it.
You could also put in a larger chuck and drill larger then 1" drill bits. but you need a bigger chuck.
@ some point you will reach the drill presses limits in power and the belts will slip. Most of your Asian drill presses do not have tapered chucks they use a straight shank all of witch you beat on with a dead blow hammer. The straight shank kind will slip in the mores will not slip when drilling large holes. This makes this a really good drill press for that reason.
This is suitable for metal work or wood working.
Use a Vice and or always clamp your part down and vice down. A part could swing and hit you or sheet metal will cut you badly if the drill bit locks up in it.

13" is the largest size circle you could drill the center of because if it was bigger it would hit the vertical post that the drill head is mounted to.

It means from the center of the drill chuck to the closest part of the column is the swing. The column is the post that the table rides up and down on and the drill motor head is sitting on top of.

Drill chuck removal
How do you remove the drill chuck from the quill?

With the wedge that was shipped with the drill press. lower the chuck shaft and rotate it by hand until you see the top of the chuck shaft. insert the wedge and tap it to force the chuck out of the tapered fitting.

The chuck can be removed by tapping on the top of the chuck with a piece of wood. It is held on by friction.
