2# spool is the smaller spool (Not as small as a 1#), so it will be the 4" (I didn't go out to my shop and measure the spool). The 10# spool is usually around 8"

what thickness of metal can this be used on? Will it work for 1/16" metal?

The Lincoln Electric roll lists the same wire (0.035) for up to 5/16, which is probably for a 140 amp machine. With 135 amp machines and 120v in general, single pass will be 1/4" and you will be better off limiting it to 3/16 for structural steel, in my experience of course.
I have welded up 1/4" axle tubes from Northern Tools for trailers with 0.035 and it worked fine. Still using the axle after five years of tree work.

For sheet metal and 1/16", adjust your machine down, run some trials at low amperage rates. Try pushing, and dragging, to see which has less penetration (usually pushing). Adjust your welding speed to keep the puddle small and avoid burn-through. The base metal needs to be clean. E71T-11 is an all position, multi-pass wire; it is meant to be used on a DC machine w/ Electrode negative. This wire should work just fine.

No problem with 1/16 thick steel. Other thickness will depend on your welder as much as the wire.

There is no minimum or maximum thickness of metal the wire can be used on. It would be depend on what your welding machine is rated for.
