Flex seal is not recommended to be used in sealing a toilet tank plug. For a water tight seal it would be recommended to use Flex glue. Below the water line is recommended to use epoxy.

Flex Glue can be removed with sharp tools similar to a chisel. It may not be possible to separate bonded items without damaging the item.
