It sounds as if this is question is for pedestrian traffic carrying kayaks. The aggressive tread on the bottom will provide good traction that will help keep the mat from moving around too much, while the less aggressive tread on the top will provide an excellent walking path.
Regarding the changing of the tide, model VM28 is neutrally buoyant, which means it will not float, but it also won’t easily sink. It could be moved by current.
