On a 4 bolt pattern you would measure diagonally from center of bolt hole to center of bolt hole to determine the bolt circle.

Will hub part # 57204 fit this rim and tire

The hub that will fit the rim would be item 13829. (see below) That is a 4 bolt on 4 inch bolt circle. You could also use item 57204 that is a high speed with 1 inch bearings. (see below). But the tire is low speed and designed for highway use.
