The crane is not designed to be used without the casters. The casters lock for stability.

If the crane is "designed for transporting and positioning materials" then why does it say: "not to be moved while loaded"?

The transporting and positioning describes the ability to move the object from one end of the beam to the other by the trolley only. Not by moving the entire crane.
