The seat base itself measures 18 1/4" (W) x 19 1/2" (D) so it will fit over and extend past the 13 X 11-1/4 mounting you quoted. If the area where this seat will go accommodates a seat of that size, it will fit and have sufficient surface area to attach to the mount.
