Can you weld on the square tube To Mount this axle ? Or just the pad ?

This torsion axle should be bolted to frame of the trailer. Any welding would cause damage to the rubber torsion part of the axle.

What offset wheels can be used on the spindle?
Assuming the use of an Ultra-Tow High Speed Hub, what offset wheel can be used with this configuration?

At Northern Tool we do not sell any offset wheels, the ones we sell are centered. For this reason I can not recommend a pair of offset wheels to fit this spindle.

What is the distance from the trailer mount to center of the spindle with no load and loaded?

Can these be used simultaneously on an axle that is also a drive axle? Can wheels that are suspended using rubber torsion be powered?

How many are in a package?
Is that one pair for the price?
Also, if they can handle 2000 lbs a pair then two pair is 4000 lbs. My race car and trailer only weigh 3700 total. Could I use the stubby axles on a trailer with this weight?

The Reliable rubber torsion axle suspension units are sold as a pair.
Two pair rated at 2000 pounds a pair would equal 4000 pounds capacity and if your trailer is only 3700 pounds total weight then that would be under the capacity and therefore would work.
