    1. YES. CASTERS DO NOT MARK FLOOR

    2. In normal rolling around use on a smooth concrete garage floor, I have not noticed it making marks. The caster wheels are a composite material of some type so they would mark like a rubber stamp if you got it into oil, paint, or solvent. I don't know if it would mark on something like a wood floor.

    3. It has hard plastic casters. I have left no marks on my concrete floor.

  3. With the seat in its lowest position, what is the height from the floor to top of seat?

    1. From the floor to the top of the metal rim around the seat it is 16", but the padded seat is another 1/2" to 3/4". I figure that when I sit on it I am at 16".
