  3. What is the purpose of these pins- do they lock stacked scaffold levels together?

    1. The pins would allow you to add multiple sections together. In most cases 4 pins are required to allow a new section to be stacked. A cross brace is also required to stack a new section. Please see my product recommendation below to view the cross brace options.
