    1. This cargo carrier is designed to fit a standard 2" Class III or Class IV receiver hitch.

  2. Where does the black powder coated plate with U - bolts get installed? The assembly directions do not show.

    1. This is the anti-rattle device. Place the U-bolt over the hitch shank, slide the tightener plate onto the U-bolt threads against the receiver collar, and securely tighten the nuts with a wrench.
