When this cap is screwed into position does it leak fuel under any circumstances?

Not know what any circumstance may be, it cannot be said that the cap may not leak. The purpose of the cap to keep fuel from spilling out of a small tank (like what is in the back of a pickup truck) if it were turned over. Going back to the days before this cap was available, the fill opening for this type of tank was a simple hinged opening that also acted as the vent for the tank as it never sealed. If, God forbid, someone was in an accident and the truck ended up on its side or top, the fuel in the tank would easily drain.
The FRTCB has two valves, one that vents as you are dispensing fuel, and one that keeps fuel from leaking out if the tank is turned on its side or top. The venting valve opens at about 1.5 ounces of pressure, while the valve that prevents leaking opens at around 2.5 psi.
