YES! Plastic can allow water build-up andf acuse the mulch to float into islands or even migrate off with the watrer flow. This allows water to pass through and does a good job for weed and grass control. That said - we double up on the layers to save redoing the project for a few more years. Eventually plants will force their way through but the second layer puts this off longer and to us seems worth the price (redoing seems to be tougher then the origional job).
