No, they slip over the top of the tire and have flaps that cover the tread. I just lost one in hurricane-level winds, but I also buy them one size larger to make them easier to put on and take off. If you buy the recommended size, you are less likely to lose one. It would also be easy enough to wrap a bungee cord around the tire to further secure them.

Does the cover have a tied down on the back side to keep wind from blowing them off?

Usually they do not unless specified. If you get the correct size they will fit on tight. They have elastic which holds the covers on the tires. If you buy the wrong size they will not fit tire circumference correctly and could blow off. Do a chat if you are not sure of which size is best. Never had one blow off yet.. There are other creative ways to secure them if you still have a concern.

The covers are secured using an elastic hem cord and a front click‑close strap, rather than a wire frame.
